I'll post a reply here for anyone else who is interested.

Using GIMP at first can be confusing. I STRONGLY suggest that you go to YouTube BEFORE you start to use GIMP.  Type GIMP in the search bar when you get to YouTube.  For example; if you want to learn how to make a PNG image: Type "How to make a png image with GIMP".  You will then see a list and you can click on whichever tutorial you want.  You also can make GIFS with GIMP. And again, just type, "Making a gif with GIMP".
Personally, I'm not a big fan of GIMP. I only use GIMP once in a great while. I have a couple of other programs that I purchased that I use to make my graphics.

Has anyone checked out www.aviary.com ?  I don't think there is anything you can't do with a picture on this program and it is totally free.  It has tutorials, a community of people and different advance levels.  Nothing to download either.  It is really awesome!

im using photoshop to make stamps and it does great but my problem is i am trying to make a frame with a gif background. after i make it.. its not a gif anymore...how do i save as a gif still

@guardian06--Thank you so much for answering questions. I'm still learning and your answers are great.  I really appreciate the tip about youtube. I wasn't aware there are tutorials on it. I've been learning by trial and error and that can be frustrating. I love your stamps. Do you use a program to create people? I noticed several versions of an angel in your stamps. I've thought about using The Sims2 to make people, but it seems like alot of work.

@2catty-Thank you for the tip on www.aviary.com. I didn't know about this site and am checking it out. I'm going to add it to the list of photo-editing sites in my tips.
 
@wiccanmommy- When you save a project your working on, you need to go to "save as" and it will give you several options on what to save it as. Make sure you choose gif. Are you using a trial version of photoshop? Some options are not available in the trial version.

A friend told me about the "Gimp" program for making transparent stamps and I love it.  I haven't had any trouble with the program.  The best part is that it's free.  If you just want to make transparent stamps.. the process is quite simple.

Here is a picture without using gimp:

I found another place you can go to make some graphics.  Although, it's a bit limited. You don't have to sign up for an account nor do you need to download anything.

i was wondering how do make a picture that your turning transparent kinda fade..you know your stamp be more transparent...

I got Gimp and at first I could not use it at all. But I went on Youtube and Found a short little Turorial on how to make Transparent stamps. 10 minutes later I made my own stamp. Before I was using Lunapic.com and its a great site but was very limited and didnt always crop pics so well, ect. I am so happy now, Gimp is the way to go for me. Thanks for suggesting it guys.

I don't know why I can't make any postcards. It says u have to use a gold one and I tried and it has never been approved  by blingee. How do I do these? Someone help me please...VSM1951.

Thank you for all the tips!!! I use Photoshop Elements (much cheaper than Photoshop) but my favorite for making .PNG files (for transparent, semitransparent stamps) is Gimp.
... "6 inches by 6 inches for blingee. The pixels must be 600 x 600" is helpful... I have a square, white, jpg with a simple line inner border that I use as my template to upload to create a new blingee.  I will doublecheck the size to see that it is 6x6" and 600 dpi x 600 dpi so I know I'm starting with the most optimal "base" for creating a new blingee.

I was just going to ask how people seem to make flawless stamps?
I can't seem to outline very good without it being either to far around the picture or to close.
